She's safe right now. Try to relax a little. Get her signed up for public housing in your area.They'll go off 30% of her income and usually utilities are paid. That way if all else fails you'll be able to help. Make sure you mark that she is homeless. I would talk to an attorney to see what you can do. She may still believe that it's your fault she's there when she gets out.
