It's about culture, not race. And much of that culture is highly influenced by the British. English is seen as sophistication and Hindi for the working class. Very class conscious. Authority isn't questioned. Maybe undermined, but not "publicly" questioned. It's too risky.
If people migrate, they're generally rather quick to adapt to another culture. It's not about race, not even about people, but about culture.
