Yes, and starting a word with "ts" is against English spelling conventions (though there are other loan words that have it, like the annoying tse tse fly). But of course "cz" almost doesn't exist at all in English, so there is that. Some sources say that British English favours "tsar" over "czar" but I don't know whether that is really the case.
