A) Outside the US, they also have limited access to such services. After they've tried literally everything else, that is when you might be given such things. It's not all unicorns and rainbows anywhere, really.

B) Please don't do any of those things. It likely wouldn't result in an inpatient stay of more than 3 to 7 days, anyway. Years ago it would have, but they are basically just doing crisis stabilization even for people with very good insurance nowadays.
