Painful....
But for me personally, it's even more painful when they don't think I'm even worthy enough, or worth the time, to inform of their decision. They figure, "She'll get the message."
In the old days, they used to send an original letter on letterhead, with an original signature and all. Now you're lucky to get an automated e-mail. The process is getting more and more inhumane or dehumanizing.
