Maybe this isn't the best advice, but maybe some caffeine might help give you a good kickstart to the day?
Regardless, maybe commit to doing 1 thing that you want/need to do today and keep it at that. Don't feel bad about doing more, though maybe you'll end up doing more.
I'm the queen of feeling bad about myself when I don't get things done, but I've found that the guilt ends up causing a vicious cycle: the worse I feel about not doing things, the less I do. I don't have great advice for this, except to try to ban the guilt, so that you can move on, again, even if you do the 1 thing today and nothing else.
