She is not a member on this site so how are we supposed to help her?

There are many opportunities for one to learn English in the US. She could learn. I've learned in my 30s and have a professional job and master's degree, I didn't speak a world of English when I immigrated. My brother and sister in law adopted a kid from overseas (he was 14), he spoke not a word, he is now 20, is in college obtaining engineering degree and getting excellent grades. He certainly speaks English although he has an accent but accent doesn't bother anyone in the US. He received excellent ESL services etc etc

There are plenty ESL services in California. If she refuses to learn its her problem. Google translate won't get her far.
