It's not 'normal' in the US as far as I know; but people can and do make all kinds of arrangements over and above whatever the law requires. It could be that your boyfriend regards the improvements as improving the living space of his child(red)--I assume there are children? Or are you saying there is just the ex-wife? Because if so, I would suspect she is not an ex-wife, but a still-married-to-him wife.
