I don't think it vital your psychiatrist specialise in bipolar I. Helpful, sure, but not vital. You could probably start by going to the college health center. They may have a psychiatrist on staff full time, but if not, they could refer you to someone local.

After that, it will be more about documentation from the doc than you verbally telling the school.
