General threads, like roll calls, should only be started by people who have no one on ignore.

If somebody started a general thread, and now needs to put someone on ignore, they should contact a moderator to restart the thread so that it is open to everyone.

This happens from time to time. I dont know if it might take longer to fix because of the u.s. holiday weekend.
