I would try talking to the guidance counselor, take heart that the professionals do not think you have a psychological disorder or need for a psychologist and see if you can make it work. The guidance counselor has specialized training too so might be better able to help you if you have school issues, anyway. I'd give it a good try and then assess whether it is working or not and try again or figure out what else you could do. I don't think you can or want to try and force people to help you that don't "want" to? If there's a fee for seeing someone outside of school, the school won't pick up some of it? Have you asked about that?
