As for the reasoning, well, the teens had their own chat room, so it seemed to make sense for adults to have their own as well. 21 is just an arbitrary number (since 18+ would technically include some teens, as teenagers go from 10 - 19).
The point is, 21+ is for adult conversations. And the entire chat system, outside of social, is most generally focused on mental health support.
I also appreciate people not becoming the "adult" police either, demanding people share their age with others. That's not the point of these rooms and if you are asked your age, feel free to politely decline such a request.
