I agree with Skeez, you can buy a nifty little device called a cuticle trimmer, you can safely nip those ragged edges away with.

You could also try moisturising the cuticle area (you can get special oils and gels for this) which will help the skin repair. Perhaps the anti-nail biting solution which you paint on may also help?
