I'm familiar with ODD.
A friend of mine has a child diagnosed with it.
To get a diagnosis, they generally need to meet the criteria, as outlined in the DSM. Here's a PDF with the criteria:

There are different sorts of therapies that you can use. Depending on how severe it is (my friend's child was ODD and IED so she was very alarming to be around when she was upset about anything) they can recommend a bunch of different therapeutic techniques that might work.
ODD usually also comes with other psychiatric problems, so it's important to treat those as well at the same time. Medication could also be beneficial.
