in my state (new york) what you posted is called being a danger to one self and others. Depending upon the age and how compliant with treatment options a person with these problems is in my own location, different things happen.
a special treatment program is developed between the person, their therapist and their psychiatrist, its called WRAP (Wellness Recovery Action Plan) where a person gets an assessment of what all their physical and mental health needs are and treatment goals taylored to the person in need, that address those issues are worked on...
example... medication, therapy and classes\ therapy techniques on how to not do those harmful behaviors you posted about. Sometimes it may require inpatient or residential care.
for someone who is a minor a similar program is set up and sometimes it also requires inpatient care / residential programs.
for those who are not compliant and continue to do the kinds of things that you posted well theres a justice system in place where the police may arrest/ charge for things like assault and being a danger to one self and others including animals. then during the court hearings a judge makes the choice of inpatient care at a mental facility until the doctors, psychiatrists and therapists file reports to the court stating the person is no longer a danger to their self and others. or the judge can choose to impose a sentence of prison time.
as you can see here in my state it goes much easier on a person with the problems you posted if they seek out treatment and follow their treatment plans. Im guessing since you took the time to post here that you may be willing to seek treatment.
my suggestion is contact your insurance company (yes you can pay out of your own money for treatment but here in america all americans are supposed to have health insurance, its the law nation wide now)your insurace company can tell you who you are signed up with for treatment providers (medical doctors, therapists, psychiatrists and most times but not always dental care) then you just call those treatment providers and schedule an appointment with them.
