In the United States, the majority of mental health care providers have to get licensed, hold certain credentials, etc. and they do that - in a very broad overview - through their state government. For example, I live in the State of Nebraska. My therapist is a licensed mental health care provider through the Department of Health & Human Services which is funded, operated, etc. as a branch - for lack of a better term - of the government.

Generally speaking, when it comes to licensing, there is a grievance policy. Not sure on what grounds you could make the complaint but it might be worth researching.
