I think honesty is your best option. If you are not sure, don't pretend that you are. Be as clear and as honesty as possible about how you feel towards them. Above all let them both know that you are still "playing the field" and that they need to decide if that is OK with them or not. If the one girl insists on a monogamous relationship and you are not ready for that, then you need to tell explicitly her so.
