Nothing in life is 100% but the hormonal contraceptives/IUDS methods pretty much prevent most of pregnancies. The risk comes from human error. (or hyperfertility, which is very rare)
It is foolish to say it is GUARANTEED pregnancy will arise. This kind of speech makes anxious people distrust their birth control.
Also, extrauterine (ectopic) pregnancies with IUDS only arise if the IUD has not been fitted properly or slipped into a bad position inside the uterus. It should not happen if your doctor actually knows what he's doing, and if you take care of not lifting very heavy weights.

Double protection is always good for peace of mind and in case the other contraceptives aren't being handled carefully. Also, they should be used when sleeping with a new partner with uncertain std status.
