Sabrina...I'm a teacher, and waiting inside the school gates/property is a good precaution.
We have all sorts of "codes" in place now in our school for various emergencies, like "lockdown" in case of an intruder, etc. We practice these drills.
The school can't do much outside the school property, but within the school grounds, there should be monitoring and teachers watching as all students leave.
