Wow, my take is very different. They offer rewards because they want to entice people to report. No, I don't think it's wrong to report on someone for the reward. If you're reporting on them just because you're angry at them, that's something else. Do I wish you would do it even if there wasn't a reward, yes. But if they offer a reward and it entices you to report, well, that's the point.
