I'm so sorry you are in such a dire situation. I do not know how someone who is homeless could apply for many government benefits. In my town, I am in Florida, there is a place where they provide meals and showers to the homeless (no one is turned away) but they kick them out of the facility after dinner. Everyone has to fend for themselves at night. I hope you have somewhere warm to sleep. My sister lives in the Portland Metro area and the cold has been brutle. Go South?
