it is for both viewing tv shows and commercials, if you type in the words Nielson box you will be able to access their official website that explains the box monitors and measures but tv show viewing habits and the viewing habits of the commercials. the Nielson company uses the term consumer purchasing because now days even tv shows can and are purchased in some locations via cable, and other tv services.

if you type in the phrase how do networks know ratings and what to cancel you will find loads of information that say they use the Neilson box information on what shows get what number of ratings. you can also contact individual networks and they will also tell you how the Neilson box figures in with their cancelling or saving shows for another season.
