you purchase a copy of the book from kindle store, and you can download it anywhere on your devices that has your amazon account, kindle, pc, laptop, mobile phone , tablet, etc.
On PC download the kindle software for windows, and login with your Amazon account and you can see all your purchase there, and start reading them.
