I don't use chat enough to really respond to this, as I don't know how it works (I mean i've been in chat, but I don't know how it's monitored)

I think with the forums, it's not really needed.

partly because of the report post feature (and if someone did spot something against the rules, they could report it)

and partly because of the trigger code, admins/ moderators sometimes edit posts to add trigger code/ remove stuff not needed in posts.

but someone else would have to comment on it being used in chat.
