Is this truly a federal government issue or does this belong as a state issue?

Studies show there is an increased fatality rate of teenagers overdosing by eating more than the recommended dose of candy. They will buy chocolate bars or gummy bears and while the directions say to eat one piece of the chocolate bar or one gummy bear, instead they'll eat the whole chocolate bar or the whole bag of gummy bears. The amount of THC in these edibles are higher because unlike smoking marijuana where the THC gets burned off, the THC remains the same in the edibles not only producing a stronger "high" but a higher likeliness of an overdose.

As for traffic fatalities and issues, police officers are now able to arrest someone for DUI while under the influence of marijuana, and it won't be long before they find a suitable means of gauging the level of toxicity of the marijuana in one's system just like gauging for alcohol.
