FL has a guardian ad litem program also. It's one of the reasons Florida received an "F" grade on how it represents the child. That's because in our FL program, the children rate the foster parents, social workers and the system in general, and of course, some are too young to relate and some, like teens, use it to rebel against anyone who gives them rules.
Does your state's program also interview the child and allow for what they want? I would go by that personally. If the child wants to stay ok then fight, if not, then accept it and move on, regardless of your "rights" and feelings say.
