I'm going to make a couple of assumptions and can only speak from my personal experience, but this story made me really upset for a lot of different reasons.

Looking at your profile, I see you live in Wisconsin, so I know you (should be) covered under Section 504. Not knowing how CP impacts your ability to access the curriculum, you may or may not have an IEP. It baffles me that knowing the amount of time you would be recovering that your team wouldn't have considered homebound instruction. Now, Wisconsin doesn't have any laws pertaining to homebound instruction, which is different than the state I live in. So it may have been a discussion and your school denied your request. Again, I'm not sure why they would.

Wait, I just re-read your post and saw you mention your case manager. Gather the pitchforks and torches, because this whole thing is ridiculous. I'd tell your parent to find an advocate familiar with Wisconsin law to bring to the meeting you need to have ASAP. Pretty sure your school is out of compliance.
