On August 5th of this year one of the sub/contractors in my home used a credit card they had stolen from me, and then returned it later. The local police wouldn't investigate (though there are fewer than 10 suspects) and wouldn't even file a crime report because they said no crime occurred in the city (all the fraudulent charges were done in other FL cities.)
