The article author did not say where her "facts" came from and doing other reading I fail to see anything about people dying "accidentally" from SI and cutting veins.
I get anxious shaving under my arms because if you cut that vein there's no way to put a tourniquet on and you'll bleed to death, like slashing your throat. But the chance of a safety razor being "able" to do that very well are not very high? Still, I get anxious and don't like shaving under my arms! A cutter is looking for release, not suicide. It is never right, in my book to be worried about the "wrong" things. I should not have to worry about shaving under my arms.
