The budget won't pass as proposed, but the fear of many, including myself, is that the end budget will be seen as a win because many of the proposed cuts will be reduced, but the end result will still be painful for the homeless, working poor, mentally ill, physically ill as well as the "middle class". If anything remotely close to this budget or the proposed health care plan passes, the result will be devastating, especially to those who are already poor or ill.
