Well I am with you on that... it seems like the employment picture is still not good enough that companies don't have enough applicants and can drop this kind of thing (which fairly is a way to reduce the number of qualified candidates that they have to pick from).
I hopefully haven't mentioned it before in this thread but have you considered going to a temp agency? I had good luck with that when no one would hire me. I mean sometimes they just need a body because they get paid a commission if you show up. They might make you take a test or something but usually it isn't too bad.
