When you click on a category like this one(Community feedback and technical support)click the button on the left hand side that says New Thread and type your message in the box. Then click below where it says submit. If you do that your thread will definitely post. I don't remember if new members have to be moderated or not, but if so it will eventually post. Replying is similar except you click another person's thread and the button says "Add reply".
