Are you able to contact the other condo owners prior to the meeting? This may ensure you have a quorum for the meeting. Is there such a thing as voting by proxy so as you can garner the votes of those who will be absent? There ought to be a provision in the Board's constitution for adding items to the meeting Agenda. This will ensure that this 'New Business' will be dealt with which gives opportunity to make a motion and - if a quorum is present - pass it for action (I am assuming meetings are properly operated as per standard rules of order).
