He needs no prodding, his goal is to instill fear in Americans and he probably will act and send the first shot just to show the World he means business. Too many people thought that he would never get the missile capability that he has. China has tried to talk to him but it was a no go. I have no doubt there will be another Korean war, but I expect he will stay close to home with the missiles. If it's nuclear then a lot more people will be affected than just the target site. I hope it never happens but if he shoots a missile this way after being warned not to. That's on him.
I've been reading up on this a lot recently. You outline a very relevant and possible scenario. There are a lot of military analysts who feel that the goal of being able to reach the continental US with a nuclear missile is a goal towards deterrence, not so much a wish to actually strike. That the goal is to be able to say to the US and it's allies, "if you strike us, we can strike back". There reasoning behind this is that in any war North Korea would ultimately lose, and likely the regime would be overthrown, they know that and don't want that to happen. And you are right, he needs no prodding, which is why, in my opinion, our current President prodding him is foolish. I truly hope there is not a war as it would be catastrophic.
