I would check to see if there are any clauses in your lease that would punish somebody for making excessive disturbances or having the cops called on them a set amount of times and use that to your advantage to have them evicted.

For example, the lease at the apartments that I stay at clearly state that if the cops are called on you 3 times, you are evicted; regardless of the reasoning behind why they were called.

Look for anything that you could use to get them kicked out so that you don't have to deal with them anymore. If that isn't possible and if reporting them to the landlord or calling the cops doesn't do anything, than it might be best to simply find another apartment to move into that actually respects their tenets.
