It's weird that I just completed a quiz that strongly suggested autism spectrum, and also sort of fantasized about the pen pal thing. That said, the couple of times it has worked for me, it's always been spontaneous, and it's never worked if starting with the explicit intention of penpalling. The people have always been too different and alien to me.
