Unless you need some type of work accommodation due to your PTSD, I would say, don't mention it. As for transferring, I concur with what someone else mentioned. Just say that since the theft of your car you don't feel safe in the area.
One last thing. I'm wondering if it would help if you talked to the manager from the store you want to transfer to. Maybe that manager can get things moving for you?
