sadly, I don't think you can.

it's the world we live in.. some people just take their job to their head

example: you walk in to a cafe, get **** service, and complain to the manager.

unless the manager actually does something (such as fire the employee), nothing is going to change- you're going to walk in to that same cafe next week, and get the same bad service.

same for doctors.
you get doctors who can't diagnose problems properly, you get doctors who overreact, you get doctors who are unprofessional.

in my case, I even had a doctor once who refused to talk about much medical at all

so the options are clear:

you complain about them and the manager takes action- and you find a new surgery, or you keep going to the same one and get the same bad service

the same applies for any profession at all

a doctor, a cafe worker, someone who works in a bank, a teacher, etc etc
