Yeah, report if you're up for it. The Nevada medical board says to call local law enforcement if you learn someone is practicing without a license (leftmost column on p. 1). You can stay anonymous.

I wouldn't think CA would have jurisdiction, so I wouldn't bother with them, but they could contact the NV medical board I suppose.
