I used to be able to do this, I think just by dragging. Now, I can't. Rather than go into favorites and find a site, I like to put most often used ones (links) on my task bar. Where or what blocker could be keeping this from happening now? I can't click and drag a site up onto the bar... not onto any task or menu bar. (I had to make PC my home page just so it was easy to get here.)

I know this is simple. I just can't figure it out right now.

I just double checked, and no, the task bar isn't "locked." (Does that refer to where it is though?)
