You can apply to the desired country for immigrant status from the get go. This involves such things as having a large amount of money so as to prove to the new country that you have an income to support yourself.

Or...

-You must visit first on either a visitor's or work visa.
-After six months you must return for a designated period back to your originating home country.
-Once this mandatory time period is up, you then can apply for a more permanent visa that will allow you to live in the country while you go through the procedure (generally 3-5 years) of obtaining permanent resident status.

A word of note that might affect you. Many countries require a medical. Those with a public healthcare system may bar you based on health conditions or disability.
