In the DSM, most disorders have a clause that the symptoms are not caused by drug or alcohol use or acute withdrawal. With drugs in the system, there isn't really a way to be sure that it isn't the drugs causing it. Most pdoc's wouldn't give an official diagnosis until a certain amount of time without using, to be sure that it's not the drugs or withdrawal. I do know of a couple people, however, that used to the point that they became psychotic even when they have been some for years or another guy who used uppers so much that he is constantly talking a mile a minute. But again, the pdoc's would want to make sure it's not the drugs before giving a definitive answer. Even if the drug itself isn't known for it, every responds differently and we never know for sure what we are getting because there no fda regs on illicit drugs.
