Alright, I'm reviewing these requirements and I just don't think this guy has his ducks in a row to be ready to apply for this funding cycle. I don't feel comfortable attempting to do this application in basically 4 weeks when he's going to have to use at least two of those weeks to prepare a detailed project description of 15 pages, with citations, that I'm going to then have to review, edit, and send back to him very likely for more information.
I hate to pass it up, but these applications typically take 2-3 months at best because they require so much detail.
