Well... this was a big issue within the developmental disabilities community a few years ago. (Perhaps it still is. I don't know.) But when it was, the preferred phraseology was: "person with a developmental disability" because this phraseology emphasized that the individual was a person first. And, in fact, there was (presumably still is?) a self-advocacy movement within the developmental disabilities community called: "People First".
Personally I don't really much care which phraseology is used. But I know some people are sensitive to these sorts of things. So whenever the occasion would arise, in the past, I would always try to be "politically correct". Nowadays I live an almost entirely reclusive lifestyle. So I don't have occasion to deal with these kinds of concerns. But it's an interesting topic.
