As far as I know, no. I know lots of people who do not have any mental disorders who speak before they think.. here where I am its considered a "habit" kind of like swearing is a habit with some people or smoking is a habit with some people...

its hard to believe but there are actual classes in the colleges here where I am that teach people public speaking and how to just say it and not over think it, just blurt it right out how ever it comes out. there are therapies too that teach how to blurt out rather than thinking first.

there are some situations where I have had to find that equal point between blurting things out vs when its time to think first.

my suggestion is contact a treatment provider where you are, they will be able to diagnose whether this is a mental or physical health problem or normal for you.
