I think a lot of (especially younger) doctors can totally understand and sympathize with your situation. I'm lucky enough to have a primary care doc who has been very supportive of me taking Klonopin, even though he's not the original doc who wrote the script. I can totally identify with you though - I always feel like I'm going to be labeled as a drug seeker if I ask for refills on anti-anxiety meds. Even though I know I have my doc's support, I still feel guilty for asking. It's an anti-anxiety med and it causes us anxiety asking for it!

I've been on Klonopin for a while now and it's been a lifesaver for me. I hope that you are able to get your dosage increased. Just a suggestion for insurance purposes - check to see if it would be more cost effective to get the 2 mg tabs and break them in half. Not sure, might work out the same as doubling the amount of 1 mg tabs, but maybe it could save a little in the long run depending on your coverage.
