Ya, 28 is pretty miserable here, especially with wetness in the air... dry cold isn't as bad. The weather on my phone says it "feels like" 16°F. For me, once it hits the 20s, it's just too cold to go anywhere. My sis lives in central NY state and she said they were at -10°F actual temp this morning... I'm just like "nope nope nope" down here in TX. I don't think I've ever felt negative anything... and I really don't want to...
