I do not know if your father suffers from any mental illness but there is clearly a level of dysfunction and lack of communication in your family.
Just from what you described, it does sound like there is something going on with your dad, whether it's depression or anxiety, or whatever, I'm not sure.
I know your mom doesn't seem to think it will benefit her to go to therapy if he won't, but it will help her. She will learn how to set boundaries and limits, and it will help her learn to deal with her own emotions about it. Plus, it could just plain give her someone appropriate to vent to...because she really shouldn't be venting to you.
