I have some advice with this because I had a drunkard upstairs neighbor that would do this all the time. Once I went to ask him to turn his music down and he came at me with a beer bottle.

As far as the noise goes: document each time it happens. Keep a log where you write down when and for how long the noise lasts. Also video record each instance if you can. Most cities have ordinances about noise and how loud and when people can play music. They also have ordinances about the peaceful enjoyment of your home. Typically if you have to call the police more than a few times, and you can show proof, they will eventually write a ticket. But you have to call every time and be persistent about it.

Now, about the cyber bullying, Facebook recently changed its policies. It was having bots review reports of cyber bullying and harassment. Now there are real people reviewing the reports. My Facebook support group had a bully harassing us (actually filing false reports against us to CPS, APS, IRS, SSA, etc. from another state). He posted numerous threats, never got taken down. The second they changed their policy, his page was gone and he's banned from starting another. If we find him behind another page, they will take it down immediately. So make sure you report the bullying posts to Facebook, especially if she mentioned you by name or took a photo of you or where you live. Report it numerous times and report each post.

If she continues with the noise, and you gather enough evidence, you can actually take her to court and sue for her to cover the cost of your rent for all the time she was infringing upon your ability to peaceably enjoy your home.
