Hmmmm, I suppose the answer would hae entirely to do with where you reside and the nature of your disability. For example, in my city rides for the mentally ill are in fact available for the local disabled transportation system but you must book regular ongoing transportation a year in advance (I'm not joking). Irregular requirements can be booked a month in advance but only according to the buses' existing routing. So for instance you may need a ride at 8am but the nearest possible time the bus is schedled for your area is 12 noon. Yes, this makes it really difficult as you need to plan your life well in advance. For emergencies however, the local mobile crisis can arrange a ride.
